RI 238 to Goat Island

I saw no reassurance markers, nor turn blazes for RI 238 to Goat Island (from RI 138A). I will note how poorly RI signs many of its routes, so I don't know how much it's worth.

Streetview shows RI 238 shields along America's Cup all the way south to Memorial. It suggests that we have RI 238 and RI 138A both mapped incorrectly. Wikipedia agrees with Streetview. RIDOT's map shows the road out to Goat Island is not state maintained.

Source for RI is a log that the pavement management division typed up about 20 years ago. Compared to other official sources, it has the highest level of agreement with signage.

I looked into 138A & 238 a couple years back, deeming it a case of insufficient info to make any changes.
It's back on the ToDo list, to look into again.

I believe that matches my memory. I certainly remember 238 north of Goat Island and 138A south of Memorial. Wish I had looked into it more while I could.

Wait, what? Are you talking about the source for Shawn De Cesari's page? (Wikipedia's source is... Google Maps. Brilliant.)

State maintained as far as Washington, but not W of there per http://www.dot.ri.gov/documents/maps/RI_Highway_Map.pdf
OTOH, clearly not state maintained per http://www.dot.ri.gov/about/maproom/State_Maintained_Roads.php

Shapefiles?
• RIDOTrds16 starts at GoatIslRd, E to RI138A, then N to the RI138 trumpet centerlines (matching the HB as of this writing).
• E-911_Road_Centerlines-shp (updated 2020-05-03) shows America's Cup & Farewell as RI138A only.
Does this indicate a truncation, or only a different number getting top billing?

GMSV is not very helpful...
Jul 2012 & Sep 2015 from EB RI138.
Jul 2012 & Sep 2015 on America's Cup at SB Thames.
Oh boy. So we have RI238 both coming down & going up within the same time frame.
Back at WB RI138, we have a more clear indication of RI238 being replaced by RI138A.

For the part of RI238 that is/was RI238 on paper, we could consider the whole thing unsigned if not for this one sign that's been around forever. Perhaps if a truncation/redesignation actually happened, this one sign just happened to get overlooked for replacement?

This is the bit that's really confounding. Again, some of these have been around forever.
Is this a case of RIDOT & the municipality not being on the same page? Are municipalities commonly involved with RI's lackluster signage, or am I off base here?

I've reached out to RIDOT for clarification.

FWIW, I was in Rhode Island on Friday, and while there clinched what the HB now shows as RI 238. The only signage I saw was the one sign you know about, at America's Cup@Farewell. Nothing else I saw to confirm or disconfirm the routing shown in the HB, or the route's existence, though I was in a bit of a hurry that day.
