I believe these waypoint labels should be I-5BL_S. These points are in use according to pointsinuse.log.

One or the other of these routes should have Wil as its abbrev.

I think it should stay as is. The manual makes that the default. unless there is a trumpet or other interchange at one or both ends of the connecting road. In this instance, it's just simple at-grade crossings at both ends.
