autl3: Lower Austria Landesstraßen L

First routes are in HB now: https://travelmapping.net/hb/index.php?sys=autl3

The routes are signed on km posts in the same style like the Upper Austrian roads. The Lower Austrian roads are not signed on every km post but on some 1 or 2 out of 10 km posts. Please refer to that post for some GSV examples.

The system has more than 2,000 routes from L2 through L8130. It will take some time till it will be promoted to preview.
