NJ 7: new Wittpenn bridge

A new Wittpenn bridge is under construction. This will involve realignment of NJ7 to the west of US1TrkJer, and some of its interchanges.
Anticipated completion is in 2022.

Semi-related, US1TrkJer itself has already been realigned to bypass Tonnelle Circle, and has been updated in TM.

Sounds good enough for me. Changes in progress.
Looks like construction is still ongoing at Fish House Rd, so I'll make a best guess for point coords there, and may readjust in the future.
Thankfully, the changes to US 1&9 Truck are a cosmetic 1PPI tweak, non-newsworthy.
