UT: UT-88 Waypoint suggestion

may have been added before there was a diversion placed in the road, but when I took UT-88 to Wildlife Refuge Rd, it was to the north of where the waypoint is and traffic to the refuge is directed through there, while the one it is marking now is not the main entrance (and may no longer be called the same name)

I added a waypoint at the new location of the intersection and renamed the old one, marking it closed.
