At first glance, this seems to just be your normal interchange with PA 435 ending at PA 507 at the end of the I-380 NB off-ramp. I had just discussed one of these similar scenarios a few weeks ago (http://forum.travelmapping.net/index.php?topic=2949.0).
However, this one comes with a twist.
Right now the HB shows PA 507 (http://travelmapping.net/hb/?units=miles&u=markkos1992&r=pa.pa507) as the cross-road that lines up with I-380. PA 435 (http://travelmapping.net/hb/?units=miles&u=markkos1992&r=pa.pa435) is shown with a southern terminus at PA 507. GSV (clarified by the VideoLog (http://www.dot7.state.pa.us/videolog/) shows PA 435 beginning in the middle of the I-380 interchange (https://www.google.com/maps/@41.2296075,-75.4992328,3a,75y,58.29h,91.77t/data=!3m6!1e1!3m4!1sv41HjD46yiGcIKZFDIpZ6Q!2e0!7i13312!8i6656) with PA 507 beginning straight at the NB off-ramp where PA 435 NB turns left (https://www.google.com/maps/@41.2315084,-75.4967786,3a,75y,58.29h,91.77t/data=!3m6!1e1!3m4!1sCeWJs1TdRGB9sOBAtclMwA!2e0!7i13312!8i6656).
I am basically considering two options:
1. Extend PA 435 to line up with I-380 and truncate PA 507 to PA 435. (my perferred option due to the "TO" banner for PA 507 in the GSV link above)
2. Extend PA 435 to I-380 and leave PA 507 as-is. Both would line up with I-380 in this scenario.
I will note that the END signs for PA 507 SB (https://www.google.com/maps/@41.2336707,-75.4939791,3a,75y,271.3h,79.77t/data=!3m6!1e1!3m4!1snWifA6KO8WT0tCIbEZSM9g!2e0!7i13312!8i6656) and PA 435 SB (https://www.google.com/maps/@41.2334511,-75.4983443,3a,75y,190.77h,86.06t/data=!3m6!1e1!3m4!1snlOhTH6-iLJkkk7WSd6CXg!2e0!7i13312!8i6656) are north of the PA 435/PA 507 intersection.

Shapefiles also support Option 1.

PennDOT can't seem to make up it's mind when it comes to "END" shields sometimes. (US-422 Business says hi. (https://goo.gl/maps/JJ2PH1fNehH2))
Anyways, I agree that Option 1 should be the way to go. Just add a hidden "I-380" label on PA-507 @ the PA-435, as this is one time that this can be done without hurting list files by giving people rogue mileage.

EDIT: I wanted to quickly note those that had the line "PA507 I-380" in their list files that need to change "PA435 PA507" to "PA435 I-380"to fix their respective list files are:
