PA: US 19 and PA 97 Realignment at North End of Concurrency in Waterford

There seems to be a potential minor realignment that will be done here by October.

I got clarification via email with District 1 today that the intersection is in its final configuration even though the project itself will not be complete until May 2020 after the Spring Pavement Review.

This was added on the back end of the pull request I had already planned to submit today.
