Title: NC: NC-50 missing part of overlap with US-70

Seems NC-50's file is missing it's 'northern' point with US-70 to complete it's multiplex.  The location is in US-70's file, just not NC-50's.

Also, NC-50's file should be flipped on the site.  Currently, it's going N->S, when it should be going S->N.  So, I'd flip the file 'after' correcting the above error before resubmitting it.
