NC: US 17 reroute in Wilmington

NCDOT has started resigning US 17 through Wilmington. The reroute is along Oleander and Military Cutoff to US 17 Business. This truncates the  existing US 17 Business from both ends.

US 17 file changed to new routing and 17 Business truncated on both ends.

The question now is what NC 140 should be in TM.  Currently it is the original opened segment west of Wilmington that is now officially part of I-40.

It clearly needs to be added on the previous US 17 freeway east of I-40.  The question is whether that should be the only NC 140 segment in TM or not.  Last NCDOT document still has NC 140 defined as the entire Wilmington freeway bypass.

Do you mean reassigned to 140 east of 40 or removed from the freeway altogether?

The NC-140 signage on the freeway east of I-40 is being replaced with I-140 signage, just like it was replaced from the westernmost segment (from US 17 to US 74/76) when the segment from US 74/76 was completed.

NC-140 has been the NCDOT designation for the entire freeway. However, it has only been signed on the westernmost and easternmost segments. The segments between were always signed as I-140.

I-140 has always been the FHWA designation for the entire freeway. The westernmost segment could have been signed as Future I-140 when it was a disconnected freeway, but NCDOT signed it as NC-140 until it was connected. The easternmost segment could have been signed as I-140, but NCDOT signed it as US 17/NC 140. Now, NCDOT is removing the US 17 and NC 140 signs and replacing them with I-140 signs.

In the HB, NC140 should be removed, as it is unsigned, and I-140 should be extended to US 17.

the updates.csv entry is malformed:
ERROR: Could not parse updates.csv line: [2019-02-03;(USA) North Carolina;US 17;nc.us017;rerouted through Wilmington; points between US421_N and NC140 are the new routing which follows US 76, new routing, former US 17 Bus], expected 5 fields, found more
The extra semicolon after "Wilmington" fouls things up.

Deleted NC 140

Mike, thanks for adding the point.

The only other error (as minor as it is) I see is that the 16th St points for US 17 and US 76 are erroneously labeled as 16thAve.

EDIT:  I moved it back to "Updates to Highway Data" due to this not having been done, and the original post being buried.  The label error should be the only issue left.  -Mark
