PA: PA 519 Realignment at PA 980

This should not affect the I-79 or US 19 files though access from both routes to PA 519 will be affected by this project.  The realignment of PA 519 will be at the intersection of the ramp from US 19 SB at PA 980 that is currently a 4-way stop.

From 4/15/2019 news release:
This project involves safety improvements to the intersections on Route 519 between I-79 and Route 19. Also, the I-79 ramps at Route 519. The project will add a turning lane on Route 519 from Route 980 to Interstate 79 two sets of signals at Route 519/Interstate 79 to control traffic at the on/off ramps, and Route 519 will be realigned and moved 150’ to the East to eliminate a 4-way stop condition and will be replaced with a new signal. The contractor on this $26,773,781 project is Golden Triangle Construction Company, Inc.
Update: Work is tentatively scheduled to start in mid-May.

EDIT (5-5-2019):  In relation to PA 980, I have included two shaping points in the file for Reissing Rd (will be ReiRd) and Beech Hollow Rd (will be BeeHolRd) to become visible points when these intersections with PA 980 open as a part of the construction to extend PA 576 to I-79. Having said that, I saw today that the completion date for this project is now March 31, 2021.  I was unable to determine if the PA 519/PA 980 intersection is in its final configuration yet.

The completion date has been changed to June 23, 2021.

I was able to field-check this when I drove through western PA as part of my drive Saturday.  The realignment portion of this project is correct.

One final note on PA 980 is that FortCheRd is not actually open yet.  I will go no-build here at this point, but I presume that it will open when PA 576 does later this year.
