Title: WLS: E30

At some point this year, E30 was updated (involving waypoints M4/A48 and/or A4046) but no note was added to the updates file. I have a log entry I'd like to address. Thanks.

I accidentally deleted the M4/A48 label when resyncing the points to be concurrent with the underlying roads. I've fixed locally.
