Title: GA: New exit 14 on I-985

A new interchange on I-985 opened today: GDOT press release (https://mailchi.mp/0bece6442adf/exit-14-ramps-will-open-to-traffic-on-september-3-2019?e=01317cc7b8)

Even though the overpass across the freeway is not yet complete, the ramps themselves are open to traffic.
