Title: NY: I-678 Minor Point Concerns

1.  I am unsure what PerRd should actually be.
2.  I-95 should be 19 (https://www.google.com/maps/@40.8241988,-73.8359778,3a,75y,357.95h,90t/data=!3m6!1e1!3m4!1ssnGC-XG6JYcGtwyXuntIIw!2e0!7i16384!8i8192).

1. Redid the S end of the route (https://github.com/TravelMapping/HighwayData/commit/b7fafc3d60f88c5c46f9e567bb8201bb6a864157#diff-d03e9f4edf5fd42bcfbb6877a2e76abf) a while back. Not finding anything definitive to call it, I just went No-Build.
2. Changed.
