*GIS shows locally maintained 39 continues quite a ways into Maldonado, but I can't find any shields south of Arroyo Maldonado (which is in fact 14.5 km from the circle where GIS ends it). But then there's this sign that says 39 goes to Punta del Este. So it should start like:
