Title: NJ 7: new Wittpenn bridge

A new Wittpenn bridge is under construction. This will involve realignment of NJ7 to the west of US1TrkJer, and some of its interchanges.
Anticipated completion is in 2022.

Semi-related, US1TrkJer itself has already been realigned to bypass Tonnelle Circle, and has been updated (https://github.com/TravelMapping/HighwayData/pull/2896) in TM.

Sounds good enough for me. Changes in progress.
Looks like construction is still ongoing at Fish House Rd, so I'll make a best guess for point coords there, and may readjust in the future.
Thankfully, the changes to US 1&9 Truck are a cosmetic 1PPI tweak, non-newsworthy.
