It's only signed on km posts, see
GSV from August 2018, but that's enough to add it to HB.
DN1 and E81 are still signed through Alba Iulia (e.g.
here and
here).
I also drove through Alba Iulia in 2013 and drove the bypass in 2014 (and 2015?). DN1/E81 was only signed through Alba Iulia.
