Title: SC: US 321 BUS (Chester) SC97/97Bus Label

I should have caught this in my SC 97 peer review, but I instead caught it while looking into the way to label business routes in the US 70 thread.

SC97/97Bus should be SC97_S.  The US321_S label at the intersection at the south end of this route is correct as-is even though SC 97 also intersects US 321 BUS (and way too many other routes) there.
