PA: PA 8 BUS (Oil City)

Seneca St in Oil City has become a two-way street as of today.  I presume that I will only be relocating the SpeSt_S (should be SenSt_S) to the Center St/Seneca St intersection when I get verification on what is going on here.

So I just needed to look back a few news releases to understand what was going on here (see maps at the end of this news release).

I plan to update this as a part of my general PA 8 update.

There is also a minor realignment to US 62 at the Allegheny River crossing west of the PA 36 concurrency included in this pull request.
