Title: usala: Louisiana State Highways

The Louisiana State Highways set (usala) was promoted to preview last night. Any help peer-reviewing the set or answering any of the questions below (copied from README.md in the set's GitHub directory) will be appreciated.

Notes (general)

LA DOTD is in the midst (early stages) of a "right-sizing" program aimed at reducing the total state highway mileage by 25% or more. This process will eliminate or shorten many of the highways in the set. Any reports of signs being changed, or removed from former state highways, will be appreciated. More info can be found at the links below:

When available, GMSV imagery was used to ensure highways were signed. In cases where imagery was not available (or predated a highway's designation), signage was assumed. Field checking these routes would be appreciated:

A point suggestion/request: for LA 27 (Cameron), add a point for the intersection with Cox Rd. and/or Pine Pasture Rd. Both are near the Cameron/Calcasieu parish line, where the highway turns east then north. My records indicate I took LA 27 south of the parish line in order to clinch that parish, then turned back north. Either of those intersections would work for me.

I'm slowly munching through my past travels in the state, which might yield additional comments/requests. It might take me some time to assemble my list file entries for usala. But there won't be many of them, since I largely stuck to the I-/US routes for my parish-snagging travels.

My records indicate I took LA 27 south of the parish line in order to clinch that parish, then turned back north. Either of those intersections would work for me.

I went with Pine Pasture Rd (PR440 according to GMSV) since it's closest to the parish line. The closest points are ~2 mi away, so another point here seems justifiable.

I started putting in my LA routes. So far the only thing I've noticed is a minor broken concurrency on with US167 and LA10 between LA103_W and LA749 (wayponts 31 and 32 on LA10). Looks like it's a near-miss waypoint at LA749.

If I see anything else as I'm entering routes, I'll let you know.

@mapmikey: Good idea. If you see any more parks/heritage sites that deserve a point, let me know. I added points for similar sites I noticed while drafting the set, but didn't actively search for them.

@bejacob: Thanks for catching that one. I found and corrected a few more NMPs on LA2, LA15, LA22, LA43 as well.

These will go in my next submission, which probably will happen over the weekend. I need to look at the many parallel routes on opposite river banks and play with the waypoint locations to make them overlap less.

A couple of early point suggestions.  I have a lot of Louisiana highways to go through:

LA 1 & LA 308 west of Thibodeaux: Points on each route for the crossover bridge connecting LA 1 & 308 between LA 304 (LA 1 side of the bayou) and LA 309 (LA 308 side of the bayou).
LA 157: Make a point at 15th St NW west of US 371.  15th St NW connects to AR 53.

I did add a point on LA 1 at TigDr, which is opposite a bridge connecting to the LA 308/LA 3266 intersection.

Thanks. The news article names it and identifies the church across from it, which is clearly visible in GMSV. StJohnBr waypoints will be in the next submission.

DOTD has removed LA 1068 and To LA 73 signage from I-12 Exit 1C (Drusilla Ln) in Baton Rouge. I didn't have time to get off and see if LA 1068 has been shortened or outright deleted. However, the Road Transfer map for East Baton Rouge Parish indicates LA 1068 has been transferred to the city-parish (http://wwwsp.dotd.la.gov/Inside_LaDOTD/Divisions/Multimodal/Road_Transfer/District%2061/EastBatonRouge_2018_RS.pdf).

Just caught a small error on LA 412: Waypoint 5 is labeled "LA 64" but should be "LA 67". It links to the correct route, however.

I'm looking through and a few things:

LA1:
- The unnamed bridge west of Larose doesn't have a point. Maybe call this AdamBlvd for the cross street?
- Is SkiSt necessary as a waypoint? This is just a minor side street. This could probably be demoted to shaping point status or moved.
- US190_E and LA987-1 are within the confines of the same interchange. Under "one point per interchange", these could be combined ("US190/987-1", maybe?).
- Might be good to add a point at Plauche Rd (PlaRd) in Morganza to go along with the point on LA 3050. Similarly, LA 3050 should probably have a point at Callegan Rd (CalRd) to match LA 1/10.

Regarding this one, past policy was for a preference to use actual waypoints instead of shaping points if the opportunity allowed.  If SkiSt was intended as a shaping point, it should probably be left as is.

Isn't there an exception where two TM-mapped routes intersect another such route at different points within an interchange? Maine's I-395 in Bangor, which has separate waypoints at its west end for US2 and I-95, comes to mind.

Isn't there an exception where two TM-mapped routes intersect another such route at different points within an interchange? Maine's I-395 in Bangor, which has separate waypoints at its west end for US2 and I-95, comes to mind.

I-95/395 and US 2 is a little different. The 95/395 interchange is clearly separate from the at-grade intersection between I-395 and US 2. US 190 and LA 987-1 are a weird case where LA 987-1 ends at the ramp to/from US 190 WB. LA 1 SB doesn't even intersect LA 987-1 directly. One point per interchange generally applies for cases like the LA example.

It's messy but I'm not convinced that LA 987-1 is part of an interchange. There's no direct connection from LA 897-1 to US 190, so I feel like a user should get some mileage on LA 1 for travelling from one to the other. Plus if I used one point for the interchange, it would probably end up within the footprint of the ramps, which would extend LA 987-1 to twice its actual length.

Google Street view paid a visit to West Baton Rouge Parish back in April of this year. One can see that 987-1 is not part of the interchange. It goes under the Huey Long bridge to connect 986 with part of LA 1 interchange with US 190.

The route as  whole is definitely not part of the interchange. The question is, at its west end, should LA1 have one point or two? I'll admit I only looked at it in the context of LA1 earlier.

A solution would be to combine the points on LA1 at the coords of the current LA987-1 point. It may make LA1 a bit ugly, but retains the proper length of LA987-1.

Yeah, that was because W & E were so far apart, at the ends of 541, and the A/B pair were adjacent on a concurrent segment. I did the same thing with 541. Both A & B are in Westwego so using a town name won't work there. I don't mind changing them to A/B/C/D if anyone thinks it will be confusing.

I never liked the alphabetical designations...that was something Tim very much pushed.  I'd prefer _W, _"TownA" _"TownB", and _E, with 3-letter abbreviations for the two intermediate towns.  IIRC that's how things initially were before Tim pushed the _A, _B, _C etc etc...

Personally, I am with yakra.  I have even decided to eliminate the lack of using a letter when the route has a concurrency with another one and reintersects that route later. 

(For instance, see US 11 (http://travelmapping.net/hb/index.php?units=miles&u=markkos1992&r=pa.us011) with PA 641 (PA641_W, PA641_A, PA641_E) and PA 34 (PA34/74, PA34_N, PA34_C).

As I mentioned earlier, that won't work since the intermediate points are both in Westwego.

We have precedent (in a way):  the two Truck US 2 routes in St. Johnsbury, VT.  In this Westwego instance, one option would be _WWe and _Wes.

To keep LA 1 within tolerance and also to keep it separated from LA 308's trace, I determined that that point and the corresponding shaping point on 308 worked the best. I agree that a shaping point would suffice here, but since the location of the shaping point landed at an intersection with Skidmore St, I made it visible.

I removed the PlaRd point on LA 3050 and replaced it with a point at CalRd.

I went with A/B/C/D on LA 18 & LA 541.

LA 602-2 has been extended north along Duck Port Rd from US 80 to VTR Airport Rd as shown on the DOTD right size maps. Fortunately, DOTD rebuilt the new section because it was barely paved or just gravel before.

I have some very high res bad nighttime photos if you need proof.

The web interface is limited to 1,000 files. You can use the Github desktop application or open a desired file in the browser and rename the url.

If they wanted it to be a truck route they'd sign it as a truck route (e.g. the one in Minden). Note the difference in styles for US 79 and 9: it's NORTH TRUCK BY-PASS 79 but TRUCK NORTH 9.

Never mind the following; GIS shows "Old LA 3172".

3172 is a new route on Pumping Plant Road in southwestern Abbeville from 694 to 335. It appears in the district map (http://wwwsp.dotd.la.gov/Inside_LaDOTD/Divisions/Multimodal/Data_Collection/Mapping/District Maps/District_03.pdf) (an earlier version from 2014 omits it). RTP shows it as no longer existing, but this is probably an error since the 2011 version of RTP (http://web.archive.org/web/20151011190419/http://wwwsp.dotd.la.gov/Inside_LaDOTD/Divisions/Multimodal/Road_Transfer/District%2003/Vermilion_NorthEast_2011_RS.pdf) doesn't show anything there. This needs field checking.

LADOTD has a news item about it from 2018: http://wwwapps.dotd.la.gov/administration/announcements/announcement.aspx?key=16826 It's possible they gave it back to the parish after repaving it.

3287 is also on the same district map (and is in GIS), running from 700 east to 343 on Gladu Road. http://wwwapps.dotd.la.gov/engineering/lettings/lets8230.aspx lists it for tentative repaving later this year. Could it be that these 870-* control section numbers are temporary routes for repaving?

Those all have signs on the routes themselves. LA 8 is only signed along LA 1, which according to the GIS, is not LA 8. Based on the sign northbound at the junction with LA 1 directing LA 8 onto the spur, I suppose I can add it.

467 does not show up on the "right size" map (http://wwwsp.dotd.la.gov/Inside_LaDOTD/Divisions/Multimodal/Road_Transfer/District%2008/Vernon_West_2017_RS.pdf) from 2017, which is newer than GMSV there.
That GSV link is June 2019. This is probably the 467-1 you mention in your readme.
The imagery was still 2016 when I edited the file. Added the point as LA467 and created a new Fort Polk segment of 467.

3154 cuts between Hickory and Dickory at 9th per GIS and RTP, but southbound traffic has to use the route as shown, so I don't know how to handle this; maybe just one point at MouSt?
Since Dickory is expected to be extended to LA 48 eventually, we need a point at 9th St (current south end of Dickory) more, and since the route takes Hickory southbound and Dickory northbound between 9th & Gardner, I made those the endpoints of the split segment (GarSt is former DicSt_S). FWIW, nothing is signed southbound on that segment, so it's possible that 3154 actually follows Dickory southbound anyway, even though it's impossible to take one-way 9th St to reach Hickory at that end.

Furthermore, I think it's important to note the former routing between Hickory and Dickory (https://www.google.com/maps/@29.9663743,-90.2050289,3a,19.3y,183.32h,95.37t/data=!3m6!1e1!3m4!1sAdl_0TmXyUpaUl7f7C2HQA!2e0!7i16384!8i8192).

Could it be that these 870-* control section numbers are temporary routes for repaving?

Neither appears on other sources.

Only 3287 remains in the document (which has been updated since you checked it). Neither 3192 nor 3271 appear in GMSV but deserve field checking. I'm leaving all of these out for now.

Tying up loose ends from previous comments:

LA 39: since I never heard back from the local government and it's not particularly important, I changed the PR15_* points to Hwy15_*.

LA 182-2: GMSV still dates to 2019, so I can't confirm any signage change.

The GIS is still down, but the only route I need it to confirm is 3124 (location of south end after truncation).

Since there haven't been any additional comments, I'd like to activate usala on Tuesday (the 16th). Seems like the appropriate day.

I'll check to see if they've fixed the GIS again before Tuesday, but if it doesn't update, I'm willing to use the former city limits neroute2 identified as the south end a little over a year ago.

Found an edit for you as I’ve been updating my LA highways.

On LA 620, the first marker says LA 143 and it should be LA413.

Also, in reading this thread, I saw where you’re only putting highways that are signed. There are more spurs and highways on the official highway log, but that you’re going by ones signed in the field. There is a signed Truck LA 743 in the field. It goes westward from the junction of US 190 and LA 743 following US 190 to I-49, then following I-49 north to the next exit, exit 23, then eastward along La 744 back to LA 743. There is a large WalMart distribution center there on LA 743. And the road south along 743 to US 190 is narrow and windy.

Thanks for this also. It's signed pretty clearly at the south end, and from 190 onto 49, but after that I can't see any more signs. The route you describe is logical (and there's a generic "TRUCK ROUTE" sign pointing north away from the distribution center toward 744), so even though it's incompletely signed I'm inclined to include it all the way to the 743/744 junction.

Not sure how useful this is, but DOTD provides an interface to convert Lat/Lon data to mileposts. Might be helpful if needing to confirm numbers. http://www8.dotd.la.gov/latlong.net/latlong.aspx
