Title: WA US97 point labls

WA US97 has StaRd, and StaRd_2, which is a bit nonsklarkish (http://www.catb.org/jargon/html/G/glark.html).
Suggest relabeling the latter, possibly using the MilfPkwy rule (http://205.209.84.174/devel/manual/wayptlabels.php#differentnames).

They do differ in the 4th letter (StaRd is Starr Rd., and StaRd_2 is Stansbury Rd.) so that should work
