Title: NY: I-587 Western Endpoint

I do not believe that I-587 should have a graph connection with I-87 as I thought it only existed along NY 28 (https://www.google.com/maps/@41.9428099,-74.0263442,3a,75y,301.19h,83.6t/data=!3m6!1e1!3m4!1sbdXMwck9u3z6oqzQUW_sPg!2e0!7i13312!8i6656).  I think it should be truncated to only being on NY 28.

I have had a similar debate with I-376 in PA (http://travelmapping.net/hb/index.php?u=null&units=miles&r=pa.i376) as well as I believe its eastern endpoint is US 22 with the double trumpet scenario leading to the connection with I-76.

NYSDOT shapefiles agree with the END sign; the ramp is just a ramp. Will truncate soon.
