GA: GA540, GA88, and GA243

From my reconnaissance today:

GA540 is not signed in Macon anywhere west of the US23/80 split east of town.

GA88 has been truncated, though I can't say for sure exactly how far. It is definitely not signed anywhere west of GA171 (where I turned off). GDOT's state map seems to imply that it now ends somewhere in Wrens, though I don't know if it's at GA80_E or US1/221_N or somewhere else (the county map is no help, as it's out of date and still showing what's now GA540 as GA88).

However, unlike GA88, GA57 is still signed along GA540, so no changes necessary there.

I did not see any signs at all for GA243, so I believe that route has been fully eliminated in favor of GA540.

Oddly, there is a sign heading westbound at the US23/80 intersection stating that GA540 continues ahead. Still looking into that one.

Looking into GA88.

GA 243 removed. Pull request submitted.

The road inventory geodatabase on GDOTs site is outdated too (from 2019) and still shows GA88 and GA243 in their original positions in addition to 540.

There are some additional waypoint adjustments that should be made with GA 243's removal:

GA24:

GA88 -> GA88/540 (at least until we can figure out GA88)
CrawRd -> GA540_W

GA18: GA243 -> GA540

GA57: GA243 -> GA540_E

GA 540 should probably have these waypoint changes:

GA57 -> US80/57
GA243 -> GA57_E
GA88 -> GA24/88
US1/221_N -> GA80/88

Changes made locally.
