« on: August 31, 2019, 04:04:07 pm »
System is ready for peer-review (5950mi): http://travelmapping.net/hb/index.php?sys=uryrn
Sources and notes to routes: https://github.com/TravelMapping/HighwayData/blob/master/hwy_data/URY/uryrn/README.md - I've not added unsigned routes listed.

Will be starting review soon.
Some maps I found:
http://www.mtop.gub.uy/vialidad/red-vial
http://www.mtop.gub.uy/documents/20182/33533/Distribuci%C3%B3n+de+la+red+vial+nacional+por+tipo+de+concesi%C3%B3n/cf174522-75e1-43e9-934a-edc5cc6a0743 (may be older? 20 and 42 are shorter than the previous map)
https://geoportal.mtop.gub.uy/geoservicios (GIS data also shown in https://geoportal.mtop.gub.uy/visualizador/ ; the numero field in v_camineria_nacionalLine or the nom_sd field in uylcami1g_sd seems to be the best; UYL appears to only show nationally maintained portions, while VCN includes ones with local maintenance)

RN1:
*10 -> CnoCib
*12 -> CnoTom
*18 -> CnoFlo
*20 -> ParLec
*21 -> SanVaz
*26 -> CiuPla_E
*32 -> PlaPas
*34 -> CiuPla_W
*add points at Lib_E http://www.openstreetmap.org/?lat=-34.652759&lon=-56.600007 and Lib_W http://www.openstreetmap.org/?lat=-34.628984&lon=-56.635755 ; the former is needed to break up a visible distance "error" and the latter complements it and is the end of unsigned RN89
*51 -> PasoMau
*add points at PunVal_E and PunVal_W?
*61 -> BarKiyu
*RN3 to RN11 is very long; potential additions are
PueAra http://www.openstreetmap.org/?lat=-34.527251&lon=-56.799005
RinPino http://www.openstreetmap.org/?lat=-34.501605&lon=-56.836213
CamCar http://www.openstreetmap.org/?lat=-34.434142&lon=-56.944188

*there's a slight possibility that RN11's west end is at old RN1 in Ecilda Paulier; GIS data predates construction of the westbound lanes of the bypass; maybe add EciPau_E and EciPau_W at the ends of the old alignment for anyone who drove it before the recent expansion; the latter is also necessary to break up a visible distance "error"
*add a point at Paz http://www.openstreetmap.org/?lat=-34.329864&lon=-57.282522 for unsigned RN61; maybe make this Paz_E and add Paz_W http://www.openstreetmap.org/?lat=-34.331370&lon=-57.321639 , which allows you to delete +X02
*according to GIS, national maintenance continues southwest to the ferry terminal at AccTerFlu http://www.openstreetmap.org/?lat=-34.472980&lon=-57.843683 ; this portion includes km 177 and at least one RN1 guide sign

RN2:
*BalBrum -> BlvdBalBrum
*maybe add a shaping point to clarify the route around Rosario
*move JosePedVar_W west half a block
*move +X01 west to the new alignment
*PicBen -> NueHel (no street name is signed here)
*move RN12_W southeast to the two-way cutoff
*Cal6 -> DrEduCap (proof)
*add Ega http://www.openstreetmap.org/?lat=-33.626770&lon=-57.651358 to decrease the distance between points
*add Dol http://www.openstreetmap.org/?lat=-33.402570&lon=-57.948396 and ColDiaz http://www.openstreetmap.org/?lat=-33.307577&lon=-57.990024 to reduce distance
*CamArg -> ToRN21? I don't see any street signs
*add ToRN24 http://www.openstreetmap.org/?lat=-33.198441&lon=-58.075876 to break up a long gap (and because it's a nationally maintained spur); delete +X10
*FrayBen -> FrayBen_S, VlaRosBic -> FrayBen_N
*add ZonaFra http://www.openstreetmap.org/?lat=-33.117420&lon=-58.244791 in case anyone turns around before the bridge

RN3:
*CamRinPino -> RafPer (no street signs here)
*RN11_W to RN23 is a very long distance without waypoints. Recommend adding the following signed junctions:
RN11_W http://www.openstreetmap.org/?lat=-34.334285&lon=-56.732422
+X03 http://www.openstreetmap.org/?lat=-34.322434&lon=-56.710090
ToRN45 http://www.openstreetmap.org/?lat=-34.260143&lon=-56.699882
+X04 http://www.openstreetmap.org/?lat=-34.229168&lon=-56.690301
+X05 http://www.openstreetmap.org/?lat=-34.137787&lon=-56.690805
EstSanRita http://www.openstreetmap.org/?lat=-34.033297&lon=-56.700118
+X07 http://www.openstreetmap.org/?lat=-33.962485&lon=-56.744921
EstNueEsp http://www.openstreetmap.org/?lat=-33.880855&lon=-56.756905
+X08 http://www.openstreetmap.org/?lat=-33.807394&lon=-56.768246
SarGra http://www.openstreetmap.org/?lat=-33.725651&lon=-56.801323
+X09 http://www.openstreetmap.org/?lat=-33.692245&lon=-56.811558
+X10 http://www.openstreetmap.org/?lat=-33.575011&lon=-56.880700
RN23 http://www.openstreetmap.org/?lat=-33.562787&lon=-56.877892

*GIS shows 14 going straight through Trinidad (jogging two blocks on José Batlle y Ordoñez), but there are no 14 signs on this route, so no change. However, +X20 should be replaced with a point at InesDur_E on 3 and 14.
*I can't find any waypoints to add to the large distance between RN14_W and ToRN14
*PueGre http://www.openstreetmap.org/?lat=-33.039536&lon=-57.273660 helps with the large gap between ToRN14 and RN55
*all I can find between RN20_W and RN25 is ColOmbu http://www.openstreetmap.org/?lat=-32.877497&lon=-57.461586 and ToRN25_S http://www.openstreetmap.org/?lat=-32.708675&lon=-57.628457 (signed as a truck route)
*ditto for ToRN25_N http://www.openstreetmap.org/?lat=-32.693931&lon=-57.639787 and PueTen http://www.openstreetmap.org/?lat=-32.537081&lon=-57.827225
*AveIsr -> Aer (sources disagree about street name and none is posted)
*AveAme -> PueIntArt (street name not posted)
*To eliminate a visible distance "error":
Con http://www.openstreetmap.org/?lat=-32.209043&lon=-58.006182
+X35 http://www.openstreetmap.org/?lat=-32.140471&lon=-57.936369
+X36 http://www.openstreetmap.org/?lat=-32.129269&lon=-57.940114
LorGey http://www.openstreetmap.org/?lat=-32.118275&lon=-57.922969

*Ditto:
Queg http://www.openstreetmap.org/?lat=-32.032837&lon=-57.848071
+X37 http://www.openstreetmap.org/?lat=-32.006466&lon=-57.842975
Queb http://www.openstreetmap.org/?lat=-31.931295&lon=-57.857888

*CamMesArt -> MesArt (street name not signed)
*+X44 -> GruPadPio
*AvePay -> C8 (I can't find signs for the former)
*PueInt -> PueIntSal (to distinguish it from the one at Paysandú)
*to (mostly) get rid of a visible distance "error":
ColGar http://www.openstreetmap.org/?lat=-31.318356&lon=-57.832460
+X46 http://www.openstreetmap.org/?lat=-31.241435&lon=-57.761704
+X47 http://www.openstreetmap.org/?lat=-31.188629&lon=-57.758367
+X48 http://www.openstreetmap.org/?lat=-31.116737&lon=-57.721910
ZanHon http://www.openstreetmap.org/?lat=-31.109278&lon=-57.722125
VilCon http://www.openstreetmap.org/?lat=-31.086394&lon=-57.723659
+X49 http://www.openstreetmap.org/?lat=-31.054110&lon=-57.725644
EstCum http://www.openstreetmap.org/?lat=-31.000897&lon=-57.693769
TerAra http://www.openstreetmap.org/?lat=-30.907453&lon=-57.693994
+X51 http://www.openstreetmap.org/?lat=-30.887273&lon=-57.689123
Bel http://www.openstreetmap.org/?lat=-30.840710&lon=-57.696848

+X53 http://www.openstreetmap.org/?lat=-30.660886&lon=-57.685668

*ColPal -> PueColPal? and move south to the south end of town where the bus stop is; add SanGre http://www.openstreetmap.org/?lat=-30.580320&lon=-57.678888 to avoid a visible distance "error" with RN30
*add MonQui http://www.openstreetmap.org/?lat=-30.388554&lon=-57.615330 to avoid a visible distance "error"
*add TomGom http://www.openstreetmap.org/?lat=-30.307652&lon=-57.576642 (a nationally maintained branch) and remove +X56
*AveGenArt -> AveArt

RN4:
The middle piece of 4 is signed (1 2 3). It wouldn't surprise me if the south part is too, since it's nationally maintained. Anyway, here's the middle portion (rn004gui?):
RN90 http://www.openstreetmap.org/?lat=-32.365445&lon=-57.208654
JosePedVar http://www.openstreetmap.org/?lat=-32.353673&lon=-57.210606
VivSan http://www.openstreetmap.org/?lat=-32.251027&lon=-57.208139
+X393997 http://www.openstreetmap.org/?lat=-32.186999&lon=-57.215488
End http://www.openstreetmap.org/?lat=-32.185165&lon=-57.244681

GIS shows local maintenance as 4 continuing north to Federación, but that does not seem to be signed. Another piece is also shown but probably not signed.

*RN31 to ToRN31 is a branch of 31 according to GIS. But it's signed as 4 so no change.
*ToRN31 -> PueCel
*Lav -> ColLav
*add PueOli http://www.openstreetmap.org/?lat=-31.084731&lon=-56.945508 to eliminate a visible distance "error"
*move Seq to http://www.openstreetmap.org/?lat=-31.002718&lon=-56.877401 where the bus stop is

RN5:
*9 -> LuisBatBer
*missing exit for CVer
*10 -> AvdaMil
*add CnoPer http://www.openstreetmap.org/?lat=-34.815459&lon=-56.258476
*14 -> CnoRed
*20 -> Paz
*26 -> ColChi
*27 -> Pro_S
*add BruChi http://www.openstreetmap.org/?lat=-34.667956&lon=-56.240612
*32 -> Pro_N
*38 -> Jua
*44 -> Can_S
*RN11/64 -> RN11? 64 isn't signed here
*add MenChi http://www.openstreetmap.org/?lat=-34.237936&lon=-56.213200 to avoid a visible distance "error" and provide a point for an unsigned segment of 76
*AveJoseVar -> AvdaJoseVar (this or Av is how Uruguay abbreviates Avenida)
*to avoid visible distance "errors":
+X07 http://www.openstreetmap.org/?lat=-34.010817&lon=-56.243815
Cruz_S http://www.openstreetmap.org/?lat=-33.960011&lon=-56.238928

Pin_N http://www.openstreetmap.org/?lat=-33.831603&lon=-56.299417
RN58 http://www.openstreetmap.org/?lat=-33.787547&lon=-56.308386 (note that 58 is not signed here, but it's signed both ways from 6)

*ditto:
+X11 http://www.openstreetmap.org/?lat=-33.674055&lon=-56.338690
PunMac http://www.openstreetmap.org/?lat=-33.621034&lon=-56.349231
+X12 http://www.openstreetmap.org/?lat=-33.570823&lon=-56.368103
Goni http://www.openstreetmap.org/?lat=-33.518589&lon=-56.408443
ParHis http://www.openstreetmap.org/?lat=-33.411732&lon=-56.511612
RN14_W http://www.openstreetmap.org/?lat=-33.395762&lon=-56.522191

*add GenPabGal http://www.openstreetmap.org/?lat=-33.387362&lon=-56.522169 +X421702 http://www.openstreetmap.org/?lat=-33.369298&lon=-56.507642 (the former is another route of 14 according to GIS, and is (at least partially) signed eastbound as 14)
*222 -> RepBay
*add Par http://www.openstreetmap.org/?lat=-32.955151&lon=-56.469104 to avoid a visible distance "error"
*BuiJoseArt -> BvarJoseArt
*PasoTor -> RepGabTer (multiple waypoints lead to Paso del Toros, and this is the beginning of a nationally maintained spur to Represa Gabriel Terra)
*more points in a dry area:
RN20 http://www.openstreetmap.org/?lat=-32.674156&lon=-56.487316
EstLago http://www.openstreetmap.org/?lat=-32.575622&lon=-56.420417
Per http://www.openstreetmap.org/?lat=-32.492950&lon=-56.356773
RN43 http://www.openstreetmap.org/?lat=-32.361252&lon=-56.266227

*ditto:
+X20 http://www.openstreetmap.org/?lat=-32.248836&lon=-56.224245
PieSola http://www.openstreetmap.org/?lat=-32.242026&lon=-56.210539
+X21 http://www.openstreetmap.org/?lat=-32.159360&lon=-56.108272

+X22 http://www.openstreetmap.org/?lat=-32.097391&lon=-56.108465
+X23 http://www.openstreetmap.org/?lat=-32.046938&lon=-56.058882
+X24 http://www.openstreetmap.org/?lat=-31.891756&lon=-56.017581
SauBat http://www.openstreetmap.org/?lat=-31.867681&lon=-55.994858
RN59 http://www.openstreetmap.org/?lat=-31.808489&lon=-55.975779

*AvePabRios -> AvdaPabRios
*add EstAta http://www.openstreetmap.org/?lat=-31.134444&lon=-55.638757 to break up a long distance
*why the end at PrePedVie? GIS shows national maintenance ending at RN27 and local maintenance ending at the Arroyo Cuñapiru bridge; are there any signs north of RN27? GIS also shows a branch to the airport, beginning here with national maintenance beginning where the road to the border crossing branches off to the left; this sign at the border shows 5.3 km to RN5, which matches ending it at RN27

RN6:
*AveJoseBel -> AvdaBel
*RN107 -> Sau_S (I can't find any 107 shields south of 67, with GIS ending 107 five blocks north)
*add Sau_N http://www.openstreetmap.org/?lat=-34.648924&lon=-56.049945
*replace +X16 with Mon http://www.openstreetmap.org/?lat=-33.529787&lon=-55.708011 to help with the visible distance "error"
*even though GIS doesn't show 6 existing between RN19_E and just north of +X42, it is signed. So no change.
*CapFar -> RN42 (see its entry)
*+X33 -> Cer
*+X36 -> Pal
*+X37 -> Pue329 (note that GIS shows that Puente 329 is nationally maintained as part of 6, but also shows the route to the east)
*+X44 -> Are
*add BalPasoPer http://www.openstreetmap.org/?lat=-32.446510&lon=-55.225879
*replace +X45 with:
PueFeos http://www.openstreetmap.org/?lat=-32.357742&lon=-55.180635
+X929518 http://www.openstreetmap.org/?lat=-32.350020&lon=-55.159864

*make a note in the readme that the road condition is unknown between Pue329 and PueFeos, and that this very poorly signed portion includes a ferry and a badly maintained wooden bridge; it's possible that 6 doesn't even exist here south of the ferry
*to avoid a visible distance "error" add:
RN44 http://www.openstreetmap.org/?lat=-31.989151&lon=-54.776802
+X603276 http://www.openstreetmap.org/?lat=-31.945680&lon=-54.759078
+X829649 http://www.openstreetmap.org/?lat=-31.928418&lon=-54.736462
ZanHon http://www.openstreetmap.org/?lat=-31.896970&lon=-54.719070

*replace +X70 with AerVic http://www.openstreetmap.org/?lat=-31.767708&lon=-54.665544
*CamPasoVie has no signs and is not a major road; replace with PasoHos http://www.openstreetmap.org/?lat=-31.651116&lon=-54.621127 closer to the middle of the community
*+X72 -> BarSanLuis

RN7:
*+X03 -> PueSimBol
*AvePonsJua -> AvdaPonsJua
*CamSanPed -> SanPedTim
*to avoid a visible distance "error", replace +X09 with:
+X827102 http://www.openstreetmap.org/?lat=-33.780860&lon=-55.480399
EstArt http://www.openstreetmap.org/?lat=-33.763531&lon=-55.460218
+X460047 http://www.openstreetmap.org/?lat=-33.723644&lon=-55.452869

*replace +X10 with Ill http://www.openstreetmap.org/?lat=-33.608615&lon=-55.327309
*RN14_W -> RN14, replace RN14_E with 18Jul at the circle to the southwest? I can't find any 14 signs between 7 and 8, and GIS shows the locally maintained route of 14 going to the circle
*replace +X22 with TreTres http://www.openstreetmap.org/?lat=-33.062342&lon=-55.044637
*replace +X26 and CloSil with EstCor http://www.openstreetmap.org/?lat=-32.923942&lon=-54.955072
*+XRN38 -> PasoPer
*Cal7 -> Que (street name not signed)
*RN44 -> RamTri (GIS says this is a spur of 7; one older sign on 26 shows 44 but others show 7)
*7 is signed north of Melo; the signs at the split with 8/26 are just missing. Here's how the file should read:
RN26_W http://www.openstreetmap.org/?lat=-32.388018&lon=-54.350004

Note that it's only federally maintained to EstBer, with local maintenance beyond, but signs in Melo say it goes to Centurion.

RN8:
*federal maintenance goes southwest one block past Ari to Tau
*replace +X04 with EstAnd http://www.openstreetmap.org/?lat=-34.437213&lon=-55.421090 and +X255544 http://www.openstreetmap.org/?lat=-34.416575&lon=-55.369163
*add CerVer http://www.openstreetmap.org/?lat=-34.389966&lon=-55.282699 to get rid of a visible distance "error"
*GIS shows 12 (locally maintained) on Calle FDR, which is signed for Centro on 8. Entering town from the south, Centro is pointed left on Juan Antonio Lavalleja. I can't find any other signs. I'd move RN12_E to halfway between FDR and JAL.
*AveIns -> ToRN12/60 (street name not signed)
*replace +X07 with SalPen http://www.openstreetmap.org/?lat=-34.337359&lon=-55.089140 ; add VilSer http://www.openstreetmap.org/?lat=-34.315598&lon=-55.033543 to eliminate a visible distance "error"
*add PasoTro http://www.openstreetmap.org/?lat=-34.173864&lon=-54.918391 (ditto)

*Cor -> AvdaCor
*RN14_W -> EstRet, RN14_E -> RN14? I can't find any 14 signs between 7 and 8, and GIS shows locally maintained 14 going straight west across 8 (though the route it shows is not all an actual road)
*add MarAlb http://www.openstreetmap.org/?lat=-33.438873&lon=-54.523848 to help a bit with the visible distance "error"
*BulFruPue -> BvarFruPue
*add points to a long dry stretch:

*BriGenArt -> GenJoseArt?

RN9:
*move RN60 east half a block (it's a one-way pair)

BarChuy http://www.openstreetmap.org/?lat=-33.746859&lon=-53.477572

*GenArt -> Chuy_W (street name not signed here)

GIS shows a locally maintained piece of 10 in Neptunia, but it's not signed

RN10Pir:
*add PlaVer http://www.openstreetmap.org/?lat=-34.820084&lon=-55.317053 (unsigned RN72)
*Mis -> AvdaMis
*unless I'm missing something, 10 doesn't seem to be signed to 37. GIS and signs agree that national maintenance ends at C9 http://www.openstreetmap.org/?lat=-34.854462&lon=-55.295938 ; GIS shows no locally maintained 10 beyond

another piece of 10 (into Maldonado) is signed as IB; GIS shows it continuing east locally-maintained around Punta del Este to the bridge to El Tesoro, but a quick look shows no signs, so no change

RN10Jos:
*10 is signed west from 104, but GIS says it ends at the west leg of the wye where national maintenance ends; no change unless there are more signs west of here
*Cla -> BalSanMon (street name not signed)
*CamEugMar -> CnoSaiMar
*add PueLagGar http://www.openstreetmap.org/?lat=-34.802387&lon=-54.572074 (an interesting bridge along the route)?
*add BalCar http://www.openstreetmap.org/?lat=-34.789735&lon=-54.543149 to eliminate a visible distance "error"
*CamCar -> ToRN9 (street name not signed)
*GIS shows locally maintained 10 continuing east almost to Laguna de Rocha, but it doesn't seem to be signed

RN11:
*add OldRN1?
*add TreTres http://www.openstreetmap.org/?lat=-34.344136&lon=-56.712590 (the continuation of a nationally maintained branch from 11 to 45
*add CarrRinTor http://www.openstreetmap.org/?lat=-34.373089&lon=-56.607345 to eliminate a visible distance "error"
*RN79_N -> RN79, RN79_S -> PasoBel (I can't find any shields for the locally maintained piece of 79 south of 11)
*add SanLuc_W http://www.openstreetmap.org/?lat=-34.443265&lon=-56.418958 (a nationally maintained branch of 11)
*DieLam -> BvarDieLam_S
*RN64_S -> ToRN64 (see discussion under 64) and move west to the center of the intersection
*for downtown Canelones and to clarify which street westbound traffic uses (yes, there's a sign pointing straight on Héctor Miranda for Santa Lucia, but GIS shows locally maintained 11 on Tomás Berreta and that has an actual 11 shield):
RN64_S http://www.openstreetmap.org/?lat=-34.524096&lon=-56.283764
AvdaMarMon_S http://www.openstreetmap.org/?lat=-34.524560&lon=-56.275712
AvdaMarMon_N http://www.openstreetmap.org/?lat=-34.522421&lon=-56.275438

*RN64_N -> RN64_E? it looks slightly more east-west

RN12:
*replace +X02 with EstMarDol http://www.openstreetmap.org/?lat=-34.203905&lon=-56.038256
*replace +X06 with Bar http://www.openstreetmap.org/?lat=-34.337536&lon=-55.653820 (unsigned locally maintained 40)
*replace +X09 with EstSol http://www.openstreetmap.org/?lat=-34.320897&lon=-55.443320
*see discussion in 8 on routing through Minas; Aro_N -> JoseEAro_N and maybe move one block northeast
*move RN60 south to the circle
*replace +X15 with EstMol http://www.openstreetmap.org/?lat=-34.578617&lon=-55.073283
*replace +X17 with PueEden http://www.openstreetmap.org/?lat=-34.628582&lon=-55.053864

RN12Car:
*Nueva Palmira has a new bypass visible in Google (maps and aerial). This almost certainly carries 21 to the north (which was locally maintained south of the river north of town), so add RN21_N there and rename RN21_N -> GenArt. It's possible that 12 was also moved to the bypass, but there's not enough information. But I can't find any 12 shields west of this one, where one of the two GIS sources says it ends (the other puts national maintenance south a block, then west on Montevideo, then southwest to the port, which looks bogus on the ground). So we should probably delete Bay and put the west end at DomOrd http://www.openstreetmap.org/?lat=-33.883545&lon=-58.399115
*LosTreTres -> Agr_E (no street name signed here)
*+X03 -> Car
*add NueHel http://www.openstreetmap.org/?lat=-33.923598&lon=-57.244091 (unsigned locally maintained 53)

RN13:
*add GruSal http://www.openstreetmap.org/?lat=-34.133725&lon=-54.589262 to reduce distances
*Esc67 -> Tal (the town is more important than the school)

RN14:
*replace +X03 with Sac_W http://www.openstreetmap.org/?lat=-33.204707&lon=-57.668760 and add Sac_E http://www.openstreetmap.org/?lat=-33.185261&lon=-57.531967
*add Tala http://www.openstreetmap.org/?lat=-33.224275&lon=-57.421160 and +X856671 http://www.openstreetmap.org/?lat=-33.237718&lon=-57.364554
*ToRN3 -> GruPal (I can't find any signs for 3 here)
*see 3 for InesDur_E
*replace +X23 with JJCas http://www.openstreetmap.org/?lat=-33.465011&lon=-56.737218
*+X26 -> Dur_W; this is actually signed as 14 for eastbound traffic, with a turn in town to reach 5, but no westbound route seems to be signed, so no change, but see 5 for GenPabGal
*add PuePan http://www.openstreetmap.org/?lat=-33.275866&lon=-56.094389 to chip away at the visible distance "error"
*GIS shows 14 on Andrés Faraut, one block west of Bulevar General Artigas, but that's not signed (neither is the latter though); it may be an old alignment given km 235
*BulGenArt_N -> BvarGenArt_N
*add the ends of the truck bypass:
JoaSua http://www.openstreetmap.org/?lat=-33.241721&lon=-56.016283
RaulFer_W http://www.openstreetmap.org/?lat=-33.242959&lon=-56.006284

*add ColRosRius http://www.openstreetmap.org/?lat=-33.311504&lon=-55.674688 to chip away at the visible distance "error"
*+X43 -> EstTri
*+X47 -> EstRos
*I can't find any 14 signs between 7 and 8. Unless I'm missing something, that means RN7_S -> RN7, delete +X60 through +X80, and split beyond RN8_N -> RN8 to a new file (RN8Las?)
*replace +X83 with Nov http://www.openstreetmap.org/?lat=-33.544435&lon=-54.366660 and +X201339 http://www.openstreetmap.org/?lat=-33.603897&lon=-54.341426
*add Bar http://www.openstreetmap.org/?lat=-33.802473&lon=-53.991001 (no GMSV here, but it's where national maintenance ends so probably a potential place to turn around)

RN15:
*ConSag -> Sag (street name not signed here)
*add AvdaMarRod_S http://www.openstreetmap.org/?lat=-34.474965&lon=-54.337955 to clarify how 15 goes (which is not what GIS shows for this locally maintained portion, but signage is clear)
*replace +X05 with DonCarChi http://www.openstreetmap.org/?lat=-34.371530&lon=-54.274306
*replace +X08 with Par http://www.openstreetmap.org/?lat=-34.222630&lon=-54.314625
*add PueCol http://www.openstreetmap.org/?lat=-33.872723&lon=-54.304819 to help with the visible distance "error"
*is 15 signed beyond Cebollatí? GIS says national maintenance ends here, with one final km post just ahead. No locally maintained 15 is shown beyond. There is this sign, so maybe end it at Bal http://www.openstreetmap.org/?lat=-33.268304&lon=-53.791552

RN16:
*GIS shows the south end at Pinares (it's locally maintained south of 10). I can't find any signs south of 10. So delete AveCacFar and begin it at Pin http://www.openstreetmap.org/?lat=-34.274285&lon=-53.791391 ?
*add C19Abr_E http://www.openstreetmap.org/?lat=-34.196549&lon=-53.849369 and C19Abr_W http://www.openstreetmap.org/?lat=-34.197330&lon=-53.853275 to better define the route through Castillos

RN17:
*AveWilAld -> TreTres_E (street name not signed here)

RN18:
*Men -> PueMen
*replace +X02 with CerAma http://www.openstreetmap.org/?lat=-33.001448&lon=-54.079728
*GenArt -> PlaRos_W (street name not signed here)
*JuanRos -> PlaRos_E (street name not signed here)

RN19:
*add RN42 http://www.openstreetmap.org/?lat=-33.116634&lon=-55.750165
*GIS shows that 19 turns southeast here and ending here, which makes sense given the next piece; without GMSV we have no way of knowing for sure, but the exact east end doesn't seem right given aerial photos (extend it east to the intersection, or southwest two blocks?)

RN19Chu:
*CalPri -> SanLuis (street name not posted here)
*HorArr -> ManGal
*URY/BRA -> RN9 (URY/BRA could describe the previous point too)

RN20:
*GIS shows that national maintenance continues southwest and northwest to Juan Antonio Lavalleja or the pier, depending on which dataset. km 1 is approximately 1 km from the pier, and there is no obvious on-the-ground change at JAL. So the beginning should read as follows:
ParEstFar http://www.openstreetmap.org/?lat=-32.979670&lon=-58.063216
+X767311 http://www.openstreetmap.org/?lat=-32.987536&lon=-58.052166
Uru http://www.openstreetmap.org/?lat=-32.983140&lon=-58.046420
*+X05 -> PueSau
*Gre -> PueGre
*ToRN5 -> RepBay (how it's marked on 5; of course this is a nationally maintained piece of 4 so I think it's probably signed as such)
*RN25 doesn't seem to be signed at 20, and GIS shows a different route that doesn't reach 20, so change to EstFra (as signed farther east)?

RN21:
*AveJulCes -> AvdaGonMor
*what's the importance of ArmSom?
*add ParAnc http://www.openstreetmap.org/?lat=-34.278248&lon=-57.871878 (a nationally maintained branch)
*CarCon -> Con (street name not signed)
*JuanSanMar -> Cal (street name not signed)
*add SanRoq http://www.openstreetmap.org/?lat=-34.082024&lon=-58.112354 to eliminate a visible distance "error"
*move Def north one block to Sol, signed as a truck route
*GIS shows a two-block jog on Paraguay in northern Carmelo for locally maintained 21. Signs show northbound traffic turning left on Ansina and right on Italia. There is a similar sign at Paraguay but none for the right turn from Paraguay. Southbound traffic has no signs for the turns shown on OSM, but Google's route is signed. Here's how I'd show the route:
12Feb http://www.openstreetmap.org/?lat=-34.003337&lon=-58.286086
Sol http://www.openstreetmap.org/?lat=-34.001754&lon=-58.285711
Ans http://www.openstreetmap.org/?lat=-33.989452&lon=-58.282900

*add CEduIra http://www.openstreetmap.org/?lat=-33.980494&lon=-58.290807 at the other end of the truck bypass and +X571192 http://www.openstreetmap.org/?lat=-33.958454&lon=-58.319035 for shaping
*RioUru has no signed name and is not necessary for spacing
*ConMin -> PunGor (street name not signed)
*Nueva Palmira has a new bypass, almost certainly signed as 21. Replace RN12_W and Chi_S with:
RN12_W http://www.openstreetmap.org/?lat=-33.884258&lon=-58.384888
NuePal_N http://www.openstreetmap.org/?lat=-33.852081&lon=-58.387463

*add PlaAgr http://www.openstreetmap.org/?lat=-33.807412&lon=-58.364375 (a nationally maintained branch)
*replace +X06 with Con http://www.openstreetmap.org/?lat=-33.626019&lon=-58.327188
*the bypass of Dolores is locally maintained and not signed as 21 at either end, merely as a truck route. There are signs downtown. The only difference from what GIS shows as the locally maintained route northbound is that signs use Dr. Victor Bertullo instead of Manuel Oribe. Southbound signage agrees with GIS, using General Fructuoso Rivera. So here's how I'd handle Dolores:
PerManBla_S http://www.openstreetmap.org/?lat=-33.541705&lon=-58.229991
GenFruRiv http://www.openstreetmap.org/?lat=-33.534312&lon=-58.222207
RN96_S http://www.openstreetmap.org/?lat=-33.531342&lon=-58.216209
DrVicBer http://www.openstreetmap.org/?lat=-33.528356&lon=-58.210244
EleBar http://www.openstreetmap.org/?lat=-33.523168&lon=-58.208935
PerManBla_N http://www.openstreetmap.org/?lat=-33.518159&lon=-58.204247

*GIS shows locally maintained 21 through Mercedes on 28 de Febrero and Wilson Ferreira Aldunate, but this isn't signed. There are signs for 2 at Garibaldi and just local destinations at Avenida Fregeiro. I'd probably cut the end back two blocks to the last sign with non-local destinations. Or here where pavement changes.

RN22:
*reverse the direction to match km posts?
*I cannot find any signs for 50 in Tarariras. GIS shows locally maintained 50 south on Calle Rincón, and no 50 north of town. But 50 is signed at 54. So keep RN50_N but move RN50_S to RN50_S http://www.openstreetmap.org/?lat=-34.265920&lon=-57.608233
*RN106 -> Mig? I cannot find any signs for (locally maintained) 106 south of 54

RN23:
*Gon -> EstGon; move south to the bus stop between Rivera and Comercio?
*ConCalD -> MalAbr and move barely north one block to where the bus stop is
*replace +X02 with +X197913 http://www.openstreetmap.org/?lat=-34.099297&lon=-57.007198 and PasoRey http://www.openstreetmap.org/?lat=-34.067716&lon=-57.028034

RN24:
*add ToRN2 http://www.openstreetmap.org/?lat=-33.122349&lon=-58.103385 (not signed but it's a nationally maintained branch of 2)
*remove NueBer; traffic to Nuevo Berlin is signed via RN20_W
*replace +X02 with Aba http://www.openstreetmap.org/?lat=-32.880822&lon=-57.972869
*TresQui -> SanJav_S (it's a nationally maintained branch of 24 to San Javier), SanJav -> SanJav_N

RN25:
*replace +X05 with Men http://www.openstreetmap.org/?lat=-32.561282&lon=-57.482164
*Ave19Jul -> Alg (street name not signed here)
*I cannot find any 25 shields on the locally maintained portion east of Guichón. So unless I'm missing something, RN90_W -> RN90 and delete the rest.

RN32:
*national maintenance continues south to End http://www.openstreetmap.org/?lat=-34.730398&lon=-56.166825

RN33:
*AveDanZun -> AvdaDanZun (but nothing is signed here)
*almost all of the GIS data shows 33 becoming 65 at +X02; there's no signage there or where you have the change

RN34:
*reverse direction to match km posts?

RN35:
*reverse direction to match km posts?
*national maintenance begins south of the interchange; maybe add Flo at the next circle south or maybe no change
*add PlaEstFlo (unsigned locally maintained 103)
*LasTos -> Tos (but nothing is signed here)

RN36:
*add RN48_E, RN48 -> RN48_W and recenter
*CamCuaPie -> Pro (street name not signed here)
*CamLeon -> AguCor (street name not signed here); GIS shows this is a nationally maintained branch of 36 all the way to 46, but it's not signed

RN37:
*RN10 -> RbArg (see discussion in RN10Pir)

RN38:
*GIS agrees with Wikipedia; 38 is a small locally maintained route from here west to IB. It's not signed so no change.

RN39:
*GIS shows locally maintained 39 continues quite a ways into Maldonado, but I can't find any shields south of Arroyo Maldonado (which is in fact 14.5 km from the circle where GIS ends it). But then there's this sign that says 39 goes to Punta del Este. So it should start like:
AvdaRoo http://www.openstreetmap.org/?lat=-34.936300&lon=-54.937847
RomBer http://www.openstreetmap.org/?lat=-34.904648&lon=-54.947895

*BulGenArt -> AvdaJoseBat
*AveDocHer -> AniPerMal
*CamCei -> CnoCei
*PreTomBer -> TomBer
*add SieCar http://www.openstreetmap.org/?lat=-34.649785&lon=-54.885206
*replace +X07 with ValCor http://www.openstreetmap.org/?lat=-34.381873&lon=-54.795105

RN41:
*reverse the direction to match km posts?

RN42:
*replace +X04 with CnoPra http://www.openstreetmap.org/?lat=-33.657245&lon=-56.143527
*GenFlo -> PolYi (street name not signed); maybe move south closer to the center
*national maintenance ends north of Polanco del Yi, and I can't find any 42 shields north of there; replace +X07 with End http://www.openstreetmap.org/?lat=-33.474981&lon=-56.162421 and delete everything beyond unless I'm missing a sign

A second piece of 42 is signed west of 43 and east of 43. GIS shows it going northeast and southeast to 6, not to La Paloma, but there's no GMSV here. Here's how the file (RN42Bla?) should read:

*GenJoseArt_E -> RN42_E
*GreFry -> BalPasoRom

RN43Gre:
*GreFry -> BalPasoRom
*the alignment in San Gregorio is wrong per GIS (local maintenance) and flooding. Here's how it should read:
AvdaArtMol http://www.openstreetmap.org/?lat=-32.620183&lon=-55.814602
Car_E http://www.openstreetmap.org/?lat=-32.617843&lon=-55.814055

*SalCel -> Ach (street name not signed here)

RN44:
*reverse direction to match km posts?

RN44Ans:
*LasFlo -> Flo and move west to the correct intersection
*according to GIS, the end of national maintenance should be at about End http://www.openstreetmap.org/?lat=-31.818702&lon=-55.183918 ; it continues locally maintained, but partly along a very minor looking dirt road to about here

RN44Fra:
*GIS shows this is a branch of 7; only one sign, probably an error, shows 44, and this doesn't make logical sense as 44, so delete

RN45:
*add CnoCos http://www.openstreetmap.org/?lat=-34.557661&lon=-56.593816 (a nationally maintained branch of 11)
*replace +X01 and +X02 with Pal http://www.openstreetmap.org/?lat=-34.517793&lon=-56.549495 (unsigned locally maintained 78)
*RN79 -> 25Ago (I can't find any 79 shields on the locally maintained portion north of 78; I can't read this ancient sign but other signs in the area include 25 de Agosto)
*remove CamEsc20 and CamEsc19; neither is in any way important; instead:
+X210600 http://www.openstreetmap.org/?lat=-34.302429&lon=-56.512985
Rai http://www.openstreetmap.org/?lat=-34.253652&lon=-56.521139
+X228981 http://www.openstreetmap.org/?lat=-34.185855&lon=-56.542425

*CarQue -> MevCarQue
*add Pil http://www.openstreetmap.org/?lat=-34.010106&lon=-56.547575
*GIS shows that 45 (locally maintained) ends at Flo; I can't find any shields beyond, so delete beyond there

RN46:
*I can't find any shields on the locally maintained portion west of RN36, so delete from End through ToRN47
*DieLam -> BvarDieLam

RN47:
*replace ToRN46 with a shaping point; it's unsigned and so is 46 west of 36
*End -> ParTaj; GIS shows 47 (locally maintained) continuing straight, but that doesn't appear to make sense

RN48:
*reverse the direction to match km posts
*LasAgu -> Agu
*RN36 -> RN36_N and recenter, add RN36_S
