Title: TX: I-35's south end is at Hidalgo Street

Per FHWA (https://hepgis.fhwa.dot.gov/fhwagis/) and TXDOT (https://www.txdot.gov/apps/statewide_mapping/StatewidePlanningMap.html), I-35 extends several blocks on a one-way pair of surface streets to Hidalgo Street, where a state maintenance ends (https://www.google.com/maps/@27.5051467,-99.5034504,3a,19.7y,147.85h,84.54t/data=!3m6!1e1!3m4!1snY-PDhPq7LERtLaBF9mpJg!2e0!7i13312!8i6656) sign is posted. It's not signed, but we don't care about signage for usai.

(Also, I-69E's south end is somewhere south of Courage Street.)

We don't care about signage for wholly unsigned routes, sure. But I don't see that exception as necessarily transferring to long otherwise-fully-signed routes missing signage on a short section.

US-74 in TN as well along I-75 to I-24.
