Title: NY: I-390 issues

Some issues I noticed with the route.

+X05, +X11, +X12, +X14, +X17 all need to be recentered as they're outside of the highway boundaries.
NEW -> 11A = NY-15 is missing a graph connection here.  Take location from 'I-390(11)' point in NY-15's file.
NEW -> 14B = NY-15A is missing a graph connection here.  Take location from 'I-390(14)' point in NY-15A's file.  Also rename I-390(14) -> I-390(14B) in NY-15A's file. (Based on SB I-390 signage (https://goo.gl/maps/4qFEjHQH3XqhpBp2A)).
14 -> 14A +14
NEW -> 15B = Brighton-Henrietta Town Line Road (https://goo.gl/maps/EFdvmeBAq1u52M776)

Per NB I-390 signage, I didn't see a compelling reason to change the label in NY15A's file.
Everything else implemented. Also, 15 -> 15A +15.

It drives me nuts when DOTs sign out-of-order letter suffixes southbound so drivers will pass Exit 42A before 42B. When numbers are already decreasing, it's illogical, dammit!

I just gotta remember why I have some stashed unfinished work on NY33, and then I'll get a pull request going.
Derp! That was the last commit on this branch! The stash is actually of I-84's exit number conversion, waiting for field confirmation of 2->4 & 3->15 (http://forum.travelmapping.net/index.php?topic=3547.msg17951#msg17951)
