Title: MN: MN 3 extension

Placeholder for myself.

A couple recent sources have shown, and MnDOT has email confirmed to me, that MN 3 as been extended north up Robert St.  The question is where the northern terminus is...the sources are conflicting on that and I didn't get a straight answer from MnDOT.  I do have a phone call with the Robert St project manager coming up this week and will hopefully get that clarified.

GMSV updated to show it posted in several locations until just past Butler Ave but I saw no shields either direction further north of that.  Could it end at St Paul CL?

^ Aware of that, but still doesn't answer my original question of where the northern terminus now is.  And I don't have an answer yet from MnDOT.

The north end is at MN 5. The 3.5 blocks to I-94 are "UNU 52" (as are a few other pieces of old US 52 in Minneapolis).

Despite the lack of signage north of Butler St, I've opted to extend this to MN 5 given what EMMA shows.  Will be submitted soon.
