Title: IN: Elkhart CR 17

Has there been any discussion of adding CR 17 to the database?  The road is similar to other non-INDOT roads already in the database (Keystone Pkwy, Shadeland Ave, Progress Pkwy).

I would propose endpoints at the IN/MI line and CR 38, with waypoints of I-80/90, CR10, IN120, US20, RiethBlvd (to US 33), and IN119

Is CR 17 even a freeway? Unlike others you mention, CR 17 seems to have too many at-grade intersections to qualify for our unnumbered freeways route set (usasf).

CR 17 is not a freeway.  Neither is Progress Rd in Shelbyville.  Seems like either both or neither belong in the database.

If it's no longer signed as such, it should be removed.

Not adding it because it's not a freeway.
