Title: PA: Adding PA 125 TRUCK (Hegins)

I will be adding this route in my next pull request.  This one is not for a weight-restricted bridge, but it is for a 19-ton truck weight limit (https://gis.penndot.gov/PENNBOTS/dist/videologImagesPopup.html?cn=53&rt=0125&juris=1&sg=0250&offset=2365&year=undefined&currentYear=undefined) northbound.

I drove this route this morning, and I can clarify that this is till correct.
