The project website (https://www.ncdot.gov/projects/nashville-rocky-mount-projects/Pages/default.aspx)  still indicates completion in November 2023.

Google is showing the NB off-ramp is now open, but I can't find any news articles to confirm this, beyond the new overpass opening back in Dec '23.
