AL 4 signage

I drove I-22 today and AL 4 is pretty well signed in the western part of the state, with the farthest east I saw being the eastbound pull through overhead at exit 57.

Then in Birmingham, AL 4 signs seem to have been added to US 78 in the past couple years west of the US11_N point, at least west to I-65 (I didn't drive it west of there).

By the way, why do US11 and US78 follow the north/eastbound route between 9thSt and 1stAve (should be 1stAve_W?)?
