Title: DE: US 13 at DE 9

So I am working on lining up south end of the US 13/DE 9 concurrency despite the ramp that DE 9 SB traffic must use.  Basically, I am eliminating the DE9 point on US 13 and the US13 point on DE 9 and moving DE9_S and US13_S to the same location in the middle of south end of the one-way split on US 13.
