DE: DE 30 Truncation to DE 24 in Millsboro

I think I have enough evidence to truncate DE 30 now via GSV on US 113 SB and US 13 NB, but I plan to do a field check later this month just to be sure.

Signage is mostly gone, but of course straggling signs still remain.  I hope to make the truncation sometime next week.
