DEU-BB: L223 downgrade 2023-05-01

L223 is announced to be downgraded to district roads on its whole length from 2023-05-01. It is still possible to raise concerns (well, official deadline was yesterday), and thus there is usually another announcement about the actual downgrade. Likely in late April 2023.
