NV: I-80 Exit 1

GSV also shows I-80BL signage extending to exit 1, in both directions of the Gold Ranch Rd. frontage road. We now have the BL ending at exit 2. NDOT's 2023 log of state-maintained roads doesn't list Interstate business routes, but it does show Gold Ranch as a state-maintained frontage road (which we don't include in the usanv route set, but I guess it can be part of a business route).

The log indicates the west end of NV 425, which mostly follows the BL, remains near I-80 exit 2 (technically, at the junction with the Gold Ranch frontage road).

I'm still getting the hang of the GitHub desktop setup just installed on my new laptop. So it might take a week or two to take care of this, and all the other NV stuff you just dropped on me.

Sorry. lol.  I just randomly looked at the state this morning because I couldn't sleep.

Exit 1 added in https://github.com/TravelMapping/HighwayData/pull/6353

Still unsure what if anything to do with I-80BL(Verdi) and NV 425, on hold for now.
