Title: GA: US 29/GA 316 New Interchange at Harbins Rd

A point should be added at Harbins Rd (HarRd) (https://www.gwinnettdailypost.com/local/harbins-road-at-state-route-316-interchange-conversion-in-gwinnett-county-proceeding-on-schedule/article_78eadb26-6089-11eb-8e2b-bbeb2390bfa3.html) as the intersection is currently being converted into an interchange.


EDIT:  For GA 316 only, GA10Lp(1) should be just GA10Lp since it ends there and does not continue unlike US 29, US 78, and GA 8.

+HarRd added at under-construction interchange point. Will unhide when completed.

GA10Lp(1) added as alt-name for GA10Lp on GA316.

Changes still local for the moment.
