Title: PA: PA 29 Realignment in Collegeville

PA 29 is being realigned at Main St in Collegeville as part of a HOP that includes a new Royal Farms location.  (https://www.collegevilledevelopment.org/collegeville-revitalization-notebook-july-2020/) This may be completed by the end of the year.

The Collegeville Borough News Facebook page (https://www.facebook.com/cvilleboroughnews/?hc_ref=ARSJjRv-tfVsscVvplCK-96OCmaqXeet05t0VLm2zi76QlrqNFLW-3yeujLg059cJ5A&fref=nf&__tn__=kC-R) stated that this opened on November 18th.  I plan to clarify this ASAP.

EDIT (12-19-2020):  I am unsure when this will be, but I am planning a trip to cover this.

I was able to save the RidPk label as an alternate as all of the users (pahighways, duke87, bhemphill, ovoss_old, oscar) were only on it south of here. (https://github.com/TravelMapping/UserData/search?q=%22PA+PA29Pho%22+%22RidPk%22)

I was unable to take photos Saturday because it was dark when I drove it, but I was able to clarify that the new alignment was open.

I changed *OldPA29_A to *OldPA29 as I decided not to use closed points farther north at the railroad bridge near Emaus. (https://github.com/TravelMapping/HighwayData/pull/4747)
