Title: CT: CT 9 mile-based exit numbers

Contract has been put out to bid (https://biznet.ct.gov/scp_search/BidDetail.aspx?CID=54644) for all the signs on CT 9 to be changed out, so expect these numbers to be changing at some point in 2021. Per the contract plans (https://biznet.ct.gov/SCP_Documents/Bids/54644/172-473_Contract_Plans.zip), exit number changes are as follows:

1 → no number, potential new label "FerPt" based on destination listed on signs.
2 → 1
3 → 3
4 → 5
5 → 6
6 → 8
7 → 10
8 → 13
9 → 15
10 → 19
11 → 21
12 (NB) → 22
12 (SB, current point "12A") → 23A
13 → 23B
14 → 23C
15 → 23D
16 → 24
18 → 25
19 → 27
20 → 29
21 → 31
22 → 32
23 → 33
24 → 34A
25 → 34B
26 → 35A (NB)
27 → 35A (SB - since combined with current 28 per 1PPI, no duplication issue)
28 → 35B
28A → 35C (will remain combined with above)
29 → 37
30 → 39

According to NBC Connecticut (https://www.nbcconnecticut.com/news/local/exit-numbers-changing-on-route-9-other-connecticut-roadways/2373442/?_osource=SocialFlowFB_CTBrand), conversion begins next week.
