Title: UT: I-70, restore 999 alt label

It looks like the recent removal of the 999 AltLabel on I-70 in Utah broke several list files.  It should be restored.

Whoops. I didn't even mean to do that, this happened because I edited US 50 first and then copied the concurrency over.
