Title: CO: CO-239 point suggestion

Recommend adding a separate point along CO-239 for the NB on-ramp for I-25.  We should at least be giving people a small chance to clinch a little bit of the highway if they needed to use that on-ramp since it's separated from the rest of the interchange.
