PA: PA 42 at PA 118

This intersection was completely realigned in 2016 to now give PA 42 a brief concurrency with PA 118.

This will be in my next pull request.

I ultimately removed the PA118 label (in-use) after the above commits.  This will break the list files of myselfalso, wadsteckel, and roadgeek_adam.
