Title: OR: Broken concurrency OR19/OR206

OR19 and OR206 should be concurrent through the town of Condon. Looks like both ends of the 0.25 mile concurrency along S Main St have NMPs causing the routes to be out of sync.

Likely to be from the revamp project I started but haven't finished.
