Title: IL: incorrect IL 159 routing in Edwardsville

Since at least 2007 (https://www.google.com/maps/@38.8113744,-89.9557328,3a,75y,129.48h,109.06t/data=!3m6!1e1!3m4!1sHspay7Bd1-PZc258Tc0rJw!2e0!7i3328!8i1664), IL 159 has used Plum Street south of downtown Edwardsville. This requires the following changes:
US 66hischi/143/157: IL159_S -> BucSt
143: IL157_S -> IL157/159
159: IL157_S -> IL143/157, delete IL143/157, possibly add TroyRd south of town
