Title: mltt (Malta Arterial Roads)

This system is ready for review.

Triq is the Maltese word for road, hence T as a prefix - but the roads are just signed with numbers in blue cartouches on direction signs (3 digit ones are signed with yellow cartouches) and the numbers are not referred to at all at transport.gov.mt (http://transport.gov.mt) which just uses street names. 1-digit roads are considered more important on some mapping, but there's no difference in signage.
