MD: Hagerstown and Smithsburg Area Revisions

The MD 66 points on MD 64 should be S and N instead of E and W.  Also the MD 64 points on MD 66 should be W and E instead of S and N.

Secondly, it looks like US 40 ALT (Hagerstown) should potentially be truncated to Baltimore St at Potomac St based on the 2018 HLR.  I saw a posting there, but no posting on US 40 EB itself. 

On US 11, the US 40 and MD 58 points should be slightly relocated.  Also MD 58 should be Salem Ave (SalAve).

I would also consider points on MD 64 at Eastern Blvd and US 11 at Northern Ave.  MD 60 does end at Northern Ave.

Has been that way since at least 1999 per archived HLRs. Weird, but so the paper says, and so the signs agree.

This has been addressed along with the other points listed.
