There's currently 2 separate '6thSt' labels in the file.
Sadly, the label is in-use. However, not sure 'which' one it's suppose to be for. I'm guessing it's for the original one, and not the one recently introduced last month (https://github.com/TravelMapping/HighwayData/commit/62ab29af0d1f0d77ef106e1f25b3f045118f638e#diff-21c60e55910f9e7db7b3b5099906cc1c4accdd5b86abbc79892c23e31dfca9d8).
Should be addresses ASAP to prevent issues with other users if they need either of the 2 locations.
