US 40/US 250: move WabSt east to the light at HurSt

1. Is 'in-use', which makes me not wanting to move it.  But I do agree it is a higher priority road @ HurSt.  So, I've moved the point and hidden 'WabSt' under it.
2. Could be debatable since you do have the EB I-70 off-ramp in that area.  However, changed.
3. Done.
