NorForRivRd should be shortened.  I think that NFRivRd is the best option. 

(North should still be in the label IMO since I believe it is the North Fork River.)

IIRC, going strictly off the manual, "Fork" should be fully spelled out since it's 4 letters.

Well ForkRivRd would be correct (taking out "North" though).  I would not prefer NForkRRd or NorForkRd.
