DC: I-295 issues

1. Should we split 'Exit 1' up into two points?  Would be about 0.5 between the two points.
2. Should 'Exit 2' be split up into 2 or even 3 points?  Each set of ramps are to completely different roads there.  We might be able to get away with 2 points, the current one, and 1 @ South Capitol Street SW (labeled as 2B).
3. 3 -> 4  This change WILL REQUIRE an update entry, as '4' is currently hidden under Exit 5.  Not sure how many people are currently using it sadly.

1 is 1PPIish enough for me.
2... I see your point, but only one ramp for "2B" is actually north of the existing waypoint. The other two ramps directly to South Capitol Street are south of the existing waypoint, meaning if you consider this two different interchanges one is sandwiched within the other. Easier to just go no build here.

3, good call, and the waypoint could use a recenter too.

Didn't help that 'Exit 5' used to be Exit 4 up till ~June '14.  By Oct '14, it had changed to 5.

Crazy thing about 'former' Exit 3, it was signed as Exit 4 going SB starting in Oct '14.  Not sure why it took till May '21 to sync NB to the same number.
