Why was the UNESCAP Asian Highways system split by country? The equivalent system for Europe is not split, nor is the one in devel for Africa.

The Europe one was split before it was activated a country at a time.

No, AH is split into several distinct systems -- an activated general, an outline draft general, one for China, two for India (indah-xx, indaho-xx), and one for Indonesia.
The Europe E-routes look like they're all in a single umbrella system like usaus.
Speaking only for India, it's partly to facilitate the overhaul of the AH routes I'm doing simultaneously with drafting indnh, indnh and, ind[sh]. We can visit whether keeping it strictly as indah or merging back to the general AH system once it's in a state where the placeholder tag labels have been solved.

The E roads are now one system, but there was frae, duee, espe, itae during the preview and review stage. They then got merged in to eure on activation.
This is the same thing.
The India thing (with the old and new systems) is slightly different.
