Title: WA/ID US2

The border points in the 2 files don;t match up, so the Intersecting/Concurrent Routes feature is broken.
The ID side is significantly off, with ID41's endpoint matching too.

I have fixed this in a pull request that I've just now submitted: https://github.com/TravelMapping/HighwayData/pull/3181
